Terms and conditions for Low Carbon Truck Programme (the LCTP)
1. Background
1.1 DP World UK, comprised of Southampton Container Terminals Limited a company registered in England and Wales with company number 01960484, and London Gateway Port Limited a company registered in England and Wales with company number 04341592, with registered office at 16 Palace Street, London SW1E 5JQ) are administering the LCTP in order to facilitate the switch from diesel to HVO, and enable a reduction of carbon emissions.
1.2 Participating Truck Operators (defined below) that meet the Eligibility Criteria (defined below) will benefit from the Incentive.
1.3 DP World UK is facilitating the LCTP via its Energy Transition Contribution (ETC) at Southampton Port and London Gateway Port.
2. Interpretation
In these Terms and Conditions:
(a) capitalised terms shall have the meaning ascribed to them in the table of definitions in Appendix 1;
(b) references to “we” or “us” means DP World UK;
(c) references to “you” means the Truck Operator
(d) references to a clause are to the clauses in these Terms and Conditions.
3. Incentive
3.1 The Incentive is the ability for the Truck Operator to purchase either:
(a) 5,000 litres of HVO when delivered by bunker; OR (b) 3,000 litres of HVO when delivered by fuel card,(per individual Truck that has satisfied the Eligibility Criteria in a Qualification Period and subject to the Maximum Incentive) at the equivalent price to conventional diesel.
3.2 The volume of HVO that can be purchased using the Incentive in any Incentive Period is limited to the Maximum Incentive.
3.3 If you purchase HVO in excess of the Maximum Incentive, the Incentive will not be applied to the HVO purchased above the Maximum Incentive.
3.4 The HVO that is subject to the Incentive can be used across your entire fleet and is not limited to use with the individual Truck or Trucks that have satisfied the Eligibility Criteria.
4. Eligibility Criteria
4.1 Truck Operators must register to participate in the LCTP.
4.2 There is no minimum or maximum size Truck fleet for eligibility to participate in the LCTP.
4.3 To qualify to receive the Incentive, a Truck must meet the Qualification Threshold at the relevant DP World UK port in each Qualification Period, which shall be checked against a Used VBS Booking e.g.:
(a) DPWS: a Truck Operator must demonstrate 90 Used VBS Bookings (with the same Truck registration) at DPWS in each Qualification Period to be eligible for the Incentive.
(b) LG Port: a Truck Operator must demonstrate 90 Used VBS Bookings (with the same Truck registration) at LG Port in each Qualification Period to be eligible for the Incentive.
Used VBS bookings that have been accrued by a particular Truck cannot be shared across a Truck Operator’s fleet. E.g. if a Truck that has been registered to participate in the LCTP records 80 Used VBS Bookings at DPWS or LG Port but the Truck Operator then ceases to operate that Truck it will NOT be able to allocate those Used VBS Bookings to any replacement Truck. For the avoidance of doubt, any replacement Truck will NOT be eligible to accrue the additional 10 Used VBS Bookings to satisfy the Eligibility Criteria and the Truck Operator will not be able to claim the Incentive for that Truck.
4.4 For the avoidance of doubt, a Used VBS Booking at LG Port will not count towards the Qualification Threshold at DPWS and vice-versa.
4.5 Each Qualification Period requires the Qualification Threshold to be met in the then current Qualification Period and any Used VBS Bookings in a Qualification Period in excess of the 90 required for the Qualification Threshold shall not be counted towards any future Qualification Period, nor will the excess be transferable to another Truck in the current Qualification Period.
4.6 Each Truck Operator must demonstrate that at least one delegate from the Truck Operator has completed the Carbon Literacy Programme in accordance with clause 7 below, to be eligible to receive the Incentive. This is a critical element of the LCTP, and if you do not complete the Carbon Literacy Programme, you will not qualify for the Incentive in the following quarter.
5. Duration
5.1 We are running the LCTP initially for 28 months from 1st September 2025, which can be withdrawn at any time, and any fuel incentives owed to you will be provided as far as is feasible.
5.2 We shall not be under an obligation to continue with the LCTP.
5.3 Time is not of essence in our performance of the LCTP.
6. Process
6.1 You must voluntarily register to participate in the LCTP, which will be at no extra cost to you. By signing up, you confirm that you are authorised to enter into the LCTP on behalf of the participant Truck Operator and agree to participate in the LCTP on the basis of these Terms and Conditions.
6.2 In consideration of your registration to the LCTP, and completing the Carbon Literacy course in accordance with clause 7, we shall work with our inter-affiliate companies, those within our group or third-party providers, including the Fuel Supplier, to obtain further data on your behalf for the purposes of the LCTP, to be able to confirm the Eligibility Criteria, and facilitate your access to the Incentive with the Fuel Supplier.
6.3 Some parts of the process are manual, and some rely on processes for the integration, extraction of data etc using different electronic methods, to obtain the necessary data (e.g. Used VBS Bookings) which may carry a risk of error in the upload and accuracy.
6.4 We do not provide the HVO, we pay the difference in the cost of HVO and diesel directly to the Fuel Supplier to enable it to sell the fuel to you at the discounted rate. Any purchase of HVO from the Fuel Supplier shall be subject to a separate contract between you and the Fuel Supplier, which we will not be a party to and accept no responsibility or liability arising from such contract.
6.5 You must select the Fuel Supplier and notify us of your selection during the registration process in order for us to provide the necessary information to facilitate the Incentive with the chosen Fuel Supplier.
6.6 If you wish to use a different Fuel Supplier or change the method of delivery (e.g. from bunker to fuel card), subject to your ability to do so in your agreement with the Fuel Supplier, any changes to your selection must be notified to us by the date shown in the table at Appendix 4 in respect of each future Delivery Period only. You cannot change the Fuel Supplier or delivery method in a current Delivery Period.
6.7 You acknowledge and accept that the LCTP may not meet or support any individual requirements you have.
7. Carbon Literacy
7.1 As part of the LCTP DP World UK has launched a Carbon Literacy Programme (CLP), for Truck Operators to equip participating hauliers and fleet owners with a strong understanding of the current and future landscape of freight decarbonisation. Details of the CLP can be found at Appendix 3 to these Terms and Conditions.
7.2 In order to satisfy the Eligibility Criteria, you must send at least one delegate from your organisation to complete the CLP.
7.3 Once the CLP has been completed by at least one delegate from your organisation, this part of the Eligibility Criteria will be satisfied e.g. this needs to be done once during the LCTP, but to avoid doubt will not qualify past qualification periods during the LCTP.
8. Delivery Period and Reporting
8.1 Following completion of the Calculation Period, the Incentive will be provided for a Truck Operator that has successfully completed the Eligibility Criteria to purchase the HVO from the Fuel Supplier.
8.2 Incentive issued in each Delivery Period must be used to purchase the HVO in each Delivery Period and will expire at the end of the Delivery Period.
8.3 Scope 1 emission reductions achieved through a Truck operator’s participation in the LCTP are attributable to the Truck Operator, not DP World UK. Any Scope 3 reductions achieved via the LCTP will be for the Truck Operators customers to report on.
8.4 Any communications regarding requests for clarification of the LCTP terms including satisfaction of the Eligibility Criteria, or calculation of any volume of HVO should be made in writing, by email to: [email protected].
9. Warranty and liability
9.1 No warranties are provided by us in providing the LCTP and all liabilities to you whether in contract, tort (including negligence), breach of statutory duty, or otherwise, arising under or in connection with the LCTP are expressly excluded.
9.2 The administration of the LCTP is provided free of charge to you on the express knowledge and acceptance that there are no conditions, warranties, representations, or other terms (express or implied) whatsoever in relation to the LCTP or associated service, suitability or performance of HVO whatsoever, express or implied, or compliance with laws or regulations in your jurisdiction that are binding on us.
9.3 We will not be liable for the upload of the data, risk free from inter-affiliates or third parties. Any condition, warranty, representation or other terms concerning the LCTP which might otherwise be implied or incorporated, whether by statute, common law or otherwise, is excluded to the fullest extent permitted by law.
9.4 For the avoidance of doubt, we have no responsibility or liability to you in relation to the actions or omissions of the Fuel Supplier, and do not warrant any service that you might obtain from the Fuel Supplier, whether in relation to the LCTP or otherwise.
9.5 Nothing in these Terms and Conditions shall limit or exclude our liability for:
(a) death or personal injury resulting from our negligence;
(b) fraud or fraudulent misrepresentation; or
(c) any other liability that cannot be excluded or limited by English law.
10. Data protection and personal data
10.1 Under data protection legislation, we are required to provide you with certain information about who we are, how we process the personal data of those individuals who engage with the LCTP (and other services we offer) and for what purposes and those individuals' rights in relation to their personal data and how to exercise them. This information is provided at Privacy Policy | DP World | UK (Privacy Notice). We rely on companies in the DP World Group to provide services including the LCTP which will be subject to similar privacy notices to our own. Our Privacy Notice explains in more detail how we share data in the DP World Group.
10.2 We would like to send you information about our products and services that we think are relevant to your organisation from companies in the DP World Group. This could be via email, phone or social media platforms. By signing up, you agree to receive marketing information from the DP World Group. 11. Governing law and jurisdiction
These Terms and Conditions and any non-contractual disputes or claims are governed by English law. We both irrevocably agree to the exclusive jurisdiction of the courts of England.

Carbon Literacy Programme
DP World Carbon Literacy Programme for Truck Operators
To support the decarbonisation of road freight, DP World is launching a Carbon Literacy Programme tailored specifically for the truck operator industry. This initiative aims to equip participating truck operators with a strong understanding of the current and future landscape of freight decarbonisation.
Key Details:
- Participation Requirement: One employee per qualifying company is to complete the programme within 6 months following the initial qualification period.
- Course Duration and Delivery:
- Total learning time: 8 hours
- Format:
- In-person session (1 full day) at either London Gateway or Southampton port
- 1.5 hours of self-learning (pre and post event)
- Certification: Provided by Carbon Literacy

This programme underscores DP World's commitment to supporting the road freight industry in its journey towards a more sustainable future and is accessible to participants of the Low Carbon Truck
Appendix 4
Fuel Supplier & Delivery Method Selection Window
CHANGE FUEL SUPPLIER OR FUEL DELIVERY METHOD WINDOWS
If you wish to change your fuel supplier or fuel delivery method, you can action this during the windows outlined below. Your request will be actioned for the next Delivery Period not during a current Delivery Period. E.g. If you wish to have your fuel supplier changed from April 26 Delivery Period, you must let us know in writing to [email protected] during the week of 19-23 Jan 2026. Changes will only be accepted during the windows outlined below. DPW will then pass on your request to your existing fuel supplier to arrange a termination of contract (if this is allowable) and notify your new preferred supplier to arrange direct onboarding if a switch in supplier or change in fuel delivery method.
