What is the TIR Carnet?
The TIR Carnet is an international customs document designed to facilitate the transit of goods across multiple countries under customs control without the need for repeated inspections or payment of duties and taxes at each border. Developed after World War II to support economic recovery, it provides a standardised and secure system that enables smoother, faster, and more efficient international trade between participating countries.
How does the TIR System Work?
The TIR system operates under the TIR Convention, which applies only to participating countries. A transporter uses a TIR Carnet as a customs guarantee for duties and taxes. Goods are sealed by customs at the point of departure and remain sealed until they reach their final destination. During transit, customs authorities check documentation at borders but do not normally inspect the cargo unless a risk is identified.
